Once you progress from Izumi Settsu to Yamashiro inAssassin’s Creed Shadows,you’ll find another bandit-killing task called Chaos Or Order, which mimics the same objectives you completed during Out To Pasture. However, unlike in Izumi Settsu, Yamashiro bandits boast fewer locations where they can appear, as major cities are often a deterrent for criminals.
If you don’t mind fast-traveling to the same locations and waiting for seasons to pass, then this quest won’t be too challenging. However, you’ll struggle to rack up many bandit kills at once unless you find them engaged in large-scale battle or revisit the few known bandit camps in Yamashiro,

How To Start Chaos Or Order
If you’re progressing through these chronologically, the next region you’ll find a bandit hunting quest is Yamashiro, in the form of’Chaos Or Order'.
you may find this quest in the northern central area of Kyoto, marked by an exclamation mark icon. Thenearest fast travel point is the northern Kyoto Kakurega,which is just north of the Quest Giver.

Travel south from the fast travel point, west of the Imperial Palace, until you arrive at the quest.Speak to a man named Hatakeyama Yoshimasawho will ask you to help restore order by dispelling the chaos brought about by the bandits and ease the people’s suffering.
This sets you on a path to kill 100 bandits in Yamashiro. The quest is divided into three parts:

You will receive rewards at each interval.
Where To Find Bandits In Yamashiro
You’ll notice Yamashiro is much more compact than Izumi Settsu, introducing fewer bandit-patrolled roads for you to stumble across as you complete this quest.
Since most of the inhabited areas are close together, you’ll need to head out into thewilderness to encounter bandits and bandit camps in Yamashiro.

Bandits typically appear on roads and avoid cities, so you’ll need to explore remote locations. You can also seek out citizens in need while they’re being accosted by bandits.
Sometimes a bandit or two can spawn at theDeserted Outpostfast travel point nearLittle Leaf Glade.

You’ll come across groups dotted through theHills Of Meeting,especiallynorth of the Jizo Statueandwest of the Pagoda of the Hills.
The Forsaken Pogodaoften spawnsmultiple bandits at the base of the tower,as there are fewer bandits along roads in Yamashiro compared to Izumi Settsu.

Go straight south from the word ‘Hills’ in ‘Hills Of Meeting’ andsoutheast of the Kiyomizudera Pagodato find burning wood and destroyed items, which have been fashioned intoa bandit camp,with bandits lurking nearby.
There are at least a handful of spawns here.
Further west from the previous location,southwest of the Kiyomizudera Pagodaandeast of the Tofukuji Temple,you’ll find another group of bandits accosting a merchant. Help out your fellow person and take care of the ruffians.
The merchant will reward you with some interesting info about aKakuregasouth of there.
There’s aKikori Campin the northern section of the Hills of Meeting,east of the Gion Shrine between the Pagoda of the Hills and the Gion KakuregaFast Travel Points.
This is thebest location to find bandits in Yamashiroand typically gives at least five bandit spawns.
Be wary of these bandits at the Kikori Camp as they are very strong.
What Rewards Do You Get For Chaos Or Order?
Once you’ve completed each section of the quest, killing 25, 50, and 100 bandits, you’ll receive the following rewards:
With all 100 bandits defeated, you will complete Chaos Or Order.
