Quests inThe Elder Scrolls 4: Oblivionaren’tallabout combat, and you’ll need to use your persuasive skills to complete the early quest Imperial Corruption. Available whenever you head into the Imperial City at the center of the map, it’s essentially a series of social challenges and a few tests of patience.
There are technically two combat sections to the quest, but you’ll only encounter one of them based on your choices. We’ll go over everything you need to know about completing the Imperial Corruption quest here.

How To Complete Imperial Corruption
The first and most important thing you need to know to complete Imperial Corruption ishow the Persuasion mechanic works, as you need to make all the necessary NPCs friendly to you to properly progress the quest.
“Friendly,” in this case, meansyou reach a Disposition level of 70 with the character. That means they’ll do things for you that would typically be against their better judgment, but are doing so out of trust in you.

The other tricky bit is patience. Two of the steps in this quest are time-gated andrequire at least a few days of in-game time to pass. you’re able to, of course, use the Wait mechanic to pass the time, but exploring the world and leveling your character is a better use of your time.
How To Start Imperial Corruption
Starting Imperial Corruption is a simple matter. Wander about the Market District of the Imperial City for a while until youencounter Luronk gro-Grluzog, an Orc, or Ruslan, a Redguard.
Either will ask, “Can I beg a favor of you?” if you walk by them. You’ll know Luronk by his wizened face, bright green skin, patchy hair, and rusty purple shirt. Ruslan’s skin is dark brown, and he wears a bright red outfit.

When prompted,select the “Corrupt Imperial Watchman” dialog option, then “Why doesn’t Jensine report him?” He’ll relate that there’s a high-ranking member of the Watch who’s shaking down merchants and using his position as cover.
How To Reveal And Implicate The Corrupt Watchman
To get the name of the corrupt Watchman,you first need to talk to Jensine at Jensine’s “Good as New” Merchandise. Speak to her and select “Corrupt Imperial Watchman” as before, then “Two of your customers told me.”
Initially, she won’t want to talk about anything, so you’ll need to persuade her. Specifically, you need tohave her Disposition reach or exceed 70when the Persuasion mini-game is over.

Jensine’s two preferred Persuasion methods areBoast and Coerce.
Once persuaded, Jensine will tell youthe Watchman in question is Audens Avidius. He can only be arrested by another Watch Captain, so you’ll need to find one.

How To Find And Convince A Watch Captain
Head back out into the street andspeak to any normal Guardsman. Ask, “Where can I find a Watch Captain?” and theGuardwill send you to Hieronymous Lex in the South Watchtower.
The Watchtower is located in thesouthern part of the Green Emperor Waydistrict. Go inside and speak to Lex, who will complain about Gray Fox of the Thieves Guild. Then,he’ll say you should talk to Itius Hayn about the matter.

When speaking to Hayn, he’s initially hesitant to arrest another Watch Captain. You’ll need toraise his Disposition to 70 as well, at which point he’ll consider it, but only if you’re able to find two witnesses willing to corroborate the story.
Now you need toreturn to both Ruslan and Luronk and increasetheirDisposition scores to 70to convince them to testify against Avidius. Jensine can’t be convinced, no matter how hard you try.

Return to Hayn and inform him that you have two witnesses. He’ll say he’ll get a warrant for Avidius’s arrest. Now you need towait one in-game dayfor the warrant to be issued.
After about a day, you’ll receive aquest notification stating that Avidius has been arrested. you’re able to then travel to the Imperial City Prison and visit him, where he’ll rant about getting out and exacting his revenge.
At this point, you can do one of two things:
If you let him chase you down after ten days,he’ll have a couple hundred gold on him you may pick up, and you might have plenty of other NPCs to help you fend him off.
