If you’d prefer to attack Alval Uvani directly and get things over with,wait for him to leave the Lonely Suitor Lodge where he stays and attack him along the roads,where you can sneak up on him and not worry about bystanders.

Equip any Spell Absorption, Reflect, or Resistance gear you have before attacking, and Uvani will be a quick fight.
